If Skype calls and using wi-fi at the University are not enough for you... probably you will need a SIM card.
We will provide some websites here, where you can check and decide which one is the best option for you, depending on your use. Some of them just provide the information in German, so it is better to go to the place and ask for more details before making your choice.

MAKING CALLS
The international call prefix in Germany is 00. To dial out of Germany, dial 00, followed by country code, area code, and the telephone number (for example 00 44 1234 567890). If you're using a mobile phone, simply add the plus sign "+" before the country code to call out of Germany (for example +44 1234 567890).
The country code of Germany is +49 and the area code in Kiel is 431.
